Topics:
Vision of Deinstitutionalization
 How are clear vision and strategy reflected in the implementation of the changes? (Comparison of the Czech Republic against the Slovak Republic, or of the Czech Republic against the Moravian-Silesian Region.)
 Willingness to introduce changes as influenced by sectors (some are willing to do so, some are not) or by different public administration areas (the State - regions - municipalities).
 EU's vision of deinstitutionalization.
 The importance of leadership, clear accountability.

Participation in the decision-making process
 Examples of participation of people with disabilities in the decision-making process. Support of independent decision-making.
 Involvement of carers in the deinstitutionalization process.

Preventing institutionalization
 Tools used by the EU to prevent institutionalization. Outlook for the next programming period.
 Use of informal care, support provided to caregivers.
 Use of public services and their readiness to provide services to people from institutions.
 Support of community social services.
 Reduction of institutional care, closing down institutions without replacement.

Education
 (De)institutionalization as part of professional training.
 Education of caregivers and relatives of people with disabilities.
 Education of users - users become educators.

Use of the existing resources
 Planning of social services in order to prevent institutionalization.
 Re-directing resources from institutional care to community-based services.
 Interconnection of the system using the existing services (e.g. the Moravian-Silesian Region - Slezská diakonie).

Communication
 How can public opinion be influenced in favour of deinstitutionalization? How does public opinion influence de-institutionalization?
 Can the public decide on the co-existence with people with disabilities?

Evaluation
 Is deinstitutionalisation actually taking place?
 How does the situation of de-institutionalized people change?
 Implementation of the Convention on the Rights of Persons with Disabilities.
